Gentlemen:

This letter is to clarify the NRC position concerning procedures for admitting NRC personnel to your facilities.

NRC inspectors identified by me on Enclosure 1 as likely to visit your facilities two or more times per year require permanent nonemployee, no-escort-required picture badges as authorized by 10 CFR 73.55(d)(5). Consistent with normal plant escort requirements, individuals on this roster are authsrized to serve as escorts for other NRC personnel, consultants, and contractors. For any areas of a plant where a "two-man rule" pertains, combinations of NRC personnel, consultants, and contractors will suffice, provided at least one is from the attached roster.

Region III personnel listed in Enclosure 2 may visit your facilities announced or unannounced at any time of the day or night. Upon presenting official iden-tification, they are to be processed into your facility in the same manner as a nonregular emp'loyee. Such inspectors must be badged for unescorted access to the protected area only and must be afforded' access to the slte without delays other than those normally involved with entrance search and personal identifi-cation and registration. Region III personnel not accompanied by an -individual listed in Enclosure 1 or 2 are to be provided site access only after telephone verification of access authorization from the Region III Duty or Security' Officer.

We request a site orientation relevant to the issuance of badges, escort duties, and emergency evacuation for personnel listed in Enclosures 1 and 2.
