Dear Mr. Ilaynes:
This-is to inform you that Niagara Mohawk has tentatively scheduled its 1982 small-scale emergency exercise for October 27, 1982. This exercise shall test as much of the Nine Mile Point Site Bmergency Plan as is reasonably achievable.
In addition, it shall test the adequacy of existing communication links with off-site authorities; establish that response agencies understand the emergency action levels; and test at least one other component of the off-site emergency response plan of the State of New York and the County of Oswego.
In order for Niagara Mohawk to adequately plan and prepare for the small-scale exercise, additional information and guidance is needed from the Commission. Accordingly, resolution of the following items is re-quested:
1)
Must small-scale emergency exercise scenarios be submitted to the NRC.for approval? If so, what format and/or schedule should be followed?
2)
Does the NRe plan to participate as players in this exercise?
3)
Does the NRC plan to officially observe the exercise?
If so, how'large aLgroup can we expect?
