Crystal River Unit 3 Docket No. 50-302 Operating License No. DPR-72 10 CFR 50.44(C)(3)(iii)- High Point Vents for the Reactor Vessel Head

Dear Mr. Stolz:

Florida Power Corporation (FPC) is beginning the ninety (90) day assessment of the Reactor Vessel Head High Point Vent requirement as delineated in our letter to you dated May 10, 1982. FPC has received your letter dated June 23,1982, which lists all documents utilized in the development and review of comments on the part of 10 CFR 50.44(C)(3)(iii) which deals with high point vents for the reactor vessel head. FPC acknowledges receipt of those documents. The approximate dates they were received are: (1) Eisenhut to All Licensees on " Followup Actions Resulting from the NRC Staff Review Regarding the TMI-2 Accident,"

(received on or about 9/13/79); (2) Denton to All Licensees on " Discussion of Lessons Learned Short-Term Requirements,"

(received 11/2/79);

and (3) NUREG-0737,

" Clarification of TMl Action Plan Requirements,"(received 12/15/80). These documents are already on file at FPC and need not be requested to aid us in our assessment.

Therefore, within ninety days of the date of this letter, FPC will either (1) submit a request for exemption to the reactor vessel head vent requirement or (2) begin the process of design and procurement of the high point vents for the reactor vessel head.
