The Sacramento Municipal Utility District has submitted information concerning the installation of high point vents at Rancho Seco Unit 1 in letters dated December 15,1980, July 1,1981, and March 4,1982. The installation of high point vents became a requirement in the subject rule which states that high point vents shall be provided where required to maintain adequate core cooling considering the accumulation of non-condensable gasses. The position paper submitted with our July 1,1981 letter demonstrates that a reactor vessel head vent is not necessary for removal of non-condensable gasses in order to establish natural circulation for long term cooling following a small break loss of coolant accident.in a Babcock & Wilsox designed reactor coolant system. The District has committed to the installation of hot leg high point and pressurizer vents, however, hereby requests an exemption from the subject rule for the installation of a reactor vessel head vent. This request is considered to be a Class III request and a check for $4,000 is enclosed.
