SPENT FUEL POOL STRUCTURAL ADEQUACY -

BIG ROCK POINT By letter dated May 21, 1982, you were requested to provide information relative to the structural adequacy of the Big Rock Point spent fuel pool assuming normal spent fuel pool cooling was unavailable. On June i

4, 1982, you responded with a letter providing the requested information.

t We have completed our review of that information. Based on that review, we have concluded that the temperaturg of the spent fitel pool concrete structure can be maintained below 150 F in the event of a loss of the normal fuel pool cooling system. At this temperature the affect on the pool strength would not be significant. Our Safety Evaluation Report in support of these conclusions is enclosed.

This evaluation is for the present pool conditions.

It may not be valid for the s.ituation where the additional spent fuel assemblies are placed in the pool. Therefore, we conclude that continued utilization of the spent fuel pool in its current confiEuration is justified. In the event that you decide to add spent fuel to the pool the issue of pool structural integrity at boiling temperatures must be satisfactorly resolved or you should provide an analysis of spent fuel heating under the proposed conditions. This analysis should be submitted ta the NRC for their review at least 60 days before the planned addition, and the NRC staff must review and approve the reanalysis before you add spent fuel to the pool.
