Letter, H.B. Ray (SCE) to R.H. Engelken (NRC),

dated June 1, 1982 This letter provides the follow-up to the referenced interim report which was made pursuant to Technical Specification Section 6.9.1.12.b.

The reported event involves Limiting Condition for Operation (LCO) 3.8.3.1 and its associated Action Statements.

As stated in the referenced report > the performance of trouble shooting resulted in placing two 120VAC vital buses on their alternate sources, a condition not permitted by Limiting Condition for Operation (LCO) 3.8.3.1. nor addressed by its associated Action Statements. Although this violation of Technical Specifications was recognized and corrected within 10 minutes, a review of the nature of this violation by Station Management led to the conclusion that a thorough, independent evaluation and review was warranted. This independent review was conducted by an outside consultant.

Engelken June 25, 1982 Inasnuch as the referenced interim report described the Technical Specification violation and corrective measures must be described in the response to the Notice of Violation forwarded by your letter dated June 15, 1902 (received since the submittal of the referenced interim report), discussion of corrective action originally intended to be included in this report will be included in the response to the llotice of Violation. The response to the Notice of Violation is now scheduled to be submitted by Ju;y 14, 1982.
