SUMMARY
By application dated April 5,1982, as supplemented, Chem-Nuclear Systems, Inc. requested design approval of the Model No. HN-100 Series 3 waste shipping package.
Based on the statements and representations contained in the application, and the conditions listed below, we have concluded that the Model No. HN-100 Series 3 package meets the performance' requirements of 10 CFR Part 71.

PACKAGING DESCRIPTION A steel encased, lead shielded cask for low specific activity material.
The cask is a right circular cylinder 81-1/2 inches high by 81-3/4 l
inches in diameter. The cask cavity is 73-3/8 inches high by 75-1/2 l
inches in diameter. The cask side wall consists of a 3/8-inch thick inner steel shell, a 1-7/8-inch lead shell, and a 7/8-inch thick outer j
The base is comprised of two, 2-inch thick steel plates l

welded together to form a 4-inch thick base which is integrally welded to the inner and outer steel shells of the side wall. A steel flange is welded to the inner and outer steel shells of the side wall at the top.
The lid is comprised of two, 2-inch thick steel plates, which are stepped l
and welded together to mate with the steel flange.
The cask closure is sealed by a Neoprene gasket located between the lid and steel flange, positive closure of the lid is accomplished by eight (8),1-3/4-inch rachet binders. The lid contains a centrally located shield plug comprised of tso, 2-inch thick steel plates and one,1-inch thick steel plate stepped and welded. The shield plug is sealed by a Neoprene gasket, and eight, 3/4-inch studs and nuts are used to provide positive closure.
The Model No. HN-100 Series 3 is constructed of A-516, Grade 70, carbon steel with a minimum yield strength of 49,000 psi.

A CONTENTS Greater than Type A quantities of nonfissile radioactive material as process solids, either dewatered solid or solidified, meeting the requirements for low specific activity radioactive material, in sealed secondary containers.
Not to exceed a decay heat generation of 5 watts, with the weight of the contents, secondary container, and shoring not exceeding 19,205 pounds.
CONTAINMENT The cask has a primary lid, closed with eight ratchet binders; it has a secondary lid, closed onto the primary lid with eight, 3/4-inch diameter bolts. Both closures are sealed with Neoprene gaskets.
STRUCTURAL A.
General Standards for all Packaging Chemical and Galvanic Reaction There is no known chemical, galvanic or other reaction among the packaging components, or between the packaging components and the package contents.
Positive Closure Inadvertent opening of the package is prevented by means of positive closure devices.
Lifting Devices The lifting lugs are shown by analysis to be capable of lifting three times the maximum package weight without exceeding naterial yield stress in any material of the packaging.
The staff agrees with the applicant's conclusion that failure of lifting lugs under excessive loads would not result in any loss of packaging effectiveness or release of radioactive materials.
The lifting lugs must be covered during transport to prevent its use for tie-down.

. Tie-Down Devices i
Applicant has shown by analysis that the tie-down devices satisfy the requirements of 10 CFR 571.31(d).
B.
Structural Standards for Type B and Large Ouantity Packaging Load Resistance The package is shown by analysis to be capable of withstanding statically five times of its fully loaded weight uniformly distributed along its length without generating stress in any material of the packaging in excess of its yield strength.
External Pressure Applicant has shown by analysis that the packaging design meets the regulatory requirements.

Normal Conditions of Transport Heat The temperature effects are insignificant for the package under the normal transport condition.
Cold Cold temperature will have no effect on the package.
Pressure The cask containment vessel can withstand pressure considerably greater than 0.5 times standard atmospheric pressure Vibration Vibration is judged not to have significant effects on packaging safety.
Water Spray Water spray will have no effect on the package.
Free Drop The applicant has shown by analysis that the package can safely withstand a one-foot free drop onto a flat unyielding horizontal surface without loss of package integrity.

1 l Corner Drop Not applicable Penetration The staff agrees with the applicant's judgement that impact from a 13-pound,1-1/4-inch rod from a height of 40 inches will have no significant adverse effects on the package.
Compression Not applicable to the present design case.
D.
Hypothetical Accident Conditions Not applicable for greater than Type A quantities of LSA materials shipped exclusive use vehicle.
THERMAL The Type A packaging will contain materials in quantities and concentrations that will produce only insignificant amounts of internal heat.
For convenience a limit of 5 watts will be used as a condition of approval.
The maximum normal condition thermal environment of 130 F and sunlight in still air will not reduce the package effectiveness; neither will the -40 F cold environment.
SHIELDING Since gamma measurements are required to be made prior to each shipment and there is no shielding loss under normal conditions, the requirement of 49 CFR 6173.393(j) will be met.
CRITICALITY Not applicable, no fissile material.
OPERATING, ACCEPTANCE, AND MAINTENANCE The application (Section 6) describes' general operating procedures for use of the cask. Acceptance tests, including a gamma scan of the shielding and closure leak tests are described in the application (Section 7 and Appendix E). The application (Section 7) also describes a maintenance program to be used for casks in service.

CONDITIONS 1.
Shoring must be between secondary containers and the cask cavity to prevent movement during normal conditions of transport.
2.
The lid, shield plug, and cask lifting lugs must be covered in transit to preclude their use as tie-down devices.
3.
In addition to the requirements of Subpart D of 10 CFR Part 71:
(i)
Prior to each shipment, the packaging lid seals must be inspected.
The seals must be replaced with new seals if inspection shows any defects or every twelve (12) months, whichever occurs first.
(ii) Each package must meet the Acceptance Tests and Maintenance Program of Section 7.0 and Appendix E of the application.
4.
The package authorized by this certificate must be transported on a motor vehicle, railroad car, aircraft, inland watercraft, or hold deck of a seagoing vessel assigned for the sole use of the licensee.
CONCLUSION Based on our review, the statements and representations contained in the application and the conditions listed above, we find that the Model No. HN-100 Series 3 package meets the requirements of 10 CFR Part 71.
