programs at nuclear power plants ~and undertcck en effort to assure that actions were taken in this regard. As a step in this effort, the Office of, Inspection l
and Enforcement conducted'special tem sopraisals of tiie health physics programs, including the health physics, aspects of'raiifoactiive warte' management, at all operating power reactor sites. The objective of'these appraisals was to evaluate the overall adequacy and effectiveness of the total-healtri physics' poogram at i
each site and to ideni.ify ' areas of weakness that need to bct strengthened. - Findings i
from these appraisals were to be used as a basis' not onlyrfor requesting individual licensee action to correct deficiencies and make improverwants, but also to provide 8
for. improvements in NRC requirements and guidance.

During the pericd of March 10 through 21,.1980, the NRC conducted the special l
appraisal of the health physics program at the Indian Point 3 Nuclear Power Plant. Areas examined during this' appraisal included Radiation-Protection l
Organization and Management; Personnel Selection. Qualification and Training; i
Exposure Control (Internal and External); Radioactive Waste Management; ALARA;-
Facilities and Equipment; and, l'.anagement Oversight. Within these areas,'the appraisal team reviewed selected procedurus and representative record ls. observed work practices, and interviewed personnel. The findings of this appraisal were discussed with senior managonent personnel at the Indian Point 3 sitrat the conclusion of the appraisal.

was not documented by the sppraisal team. _ Because of the Anporton'ce of this appraisal process in providing informatfoi to both licensee and NRC' management, I have directed my staff-to perform a second appraisal so that we may have~a i
written report available arid in the record. Therefore,anotherappraisalwill l
be conducted in the near future.
