Your Inspection Report No. 50-410/82-02 dated April 22, 1982, identified an apparent violation resulting from an inspection conducted at the Nine Mile Point Unit 2 construction site. Niagara Mohawk's response to this item is attached.

4 NIAGARA M0 HAWK POWER CORPORATION NINE MILE P0 INT UNIT 2 DOCKET NO. 50-410 Response to Notice of Violation Attached to NRC Inspection Report No. 50-410/82-02 dated April 22, 1982 The apparent violation, identified in Inspection Report No. 50-410/82-02, was reported as follows:
10 CFR 50, Appendix B, Criterion V states in part, " Activities affecting quality shall be prescribed by documented instructions... and shall be accomplished in accordance with these instructions...."
The Nine Mile Point Nuclear Station, Unit 2, PSAR, Appendix 0 adopts installation specifications.
Installation specification P30lV for Reactor Controls, Inc. requires compliance with General Electric Field Disposition Instruction FDI 15/31263-2. General Electric Field Disposition Instruction, FDI 15/31263-2, RPV Recirculation Nozzle Modifications, states in part, in Section 4.9.2, that data sheets shall record the location and description of all blocking devices used and the data sheet shall also record the type of measuring device used and its expected accuracy for the purpose of tolerance adjustments.
Contrary to the above, Reactor Controls, Inc. had not recorded on data sheets the following factual information:
1.
Measurements of the location of the blocking devices.
2.
Measuring device used for determining the location of the 10 jet pump risers prior to restraining.

Measuring device used concerning dimensional tolerance l
verification of weld prep nozzles #K-1241 and #K-1246.

This is a Severity Level V Violation (Supplement II).
The following is provided in response to this item of nonconformance:
1.
Reactor Controls, Inc. (RCI) has documented the location of the blocking devices in accordance with General Electric Field Disposition Instruction 15/31263-2. RCI has also developed a data sheet for recording the restraint devices and types of reference marks.
2.
RCI has since transcribed from its field notes onto the final data sheets the numbers of the Meter & Test Equipment (M&TE) instruments used for determining the location of the 10 jet pump risers prior to i
restraining.

sheets the numbers of the M&TE instruments used, concerning dimensional tolerance verification of weld preparation nozzles
- K-1241 and #K-1246.
RCI has completed the modificaticq work on nine of the ten recirculation nozzles. Upon completion of the modification to the one remaining recirculation nozzle, the scope of this work as described in General Electric Field Disposition Instruction 15/31263-2 will be completed.
Therefore, the specific items identified in Inspection Report No. 50-410/82-02 will not reoccur in the future.
In addition, a Project Guideline, PG 41, NSSS Design and Engineering Interf ace, which is being developed, will address the interface requirements for handling General Electric Field Disposition Instructions. This Project Guideline will be issued by August 31, 1982.
