UnitedHuclearCorporationBuilding(Building 24-D)

This is in reply to your letter to Mr. Ronald llaynes, Regional Administrator, dated June 22, 1982 in which you requested a copy of the "close-out" report on the above referenced building.

A review of our files indicates that the building, identified as Building 24-D by United Huclear, was surveyed by a Region I inspector on May 16, 1975 (report enclosed). This survey confimed the licensee's survey as reported to the ilRC in a letter dated April 10,1975 (copy enclosed). As a result of the confir;atory Region I survey, the licensee's Special Nuclear Material License, Ho. SNil-368, was modified by Amendment No. 36, dated April 22,1976 (copy enclosed) to remove Building 24-D from the license as an authorized place for the use of special nuclear material. Accordingly, this amendment released Building 24-D for unrestricted use by the public.

The survey results were also compared against current criteria contained in

" Guidelines for Decontamination of Facilities and Equipment Prior to Release for Unrestricted Use or Temination of Licenses for Byproduct Source or Special Nuclear 11aterial", dated Hovember 1976 (copy ericlosed). The licensee and NRC survey results are well within the following applicable criteria for U-235:

2 alpha surface contamination levels - 5000 dpm/100 cd average,15,000 dpm/100 cm maximum and,1000 dpm/100 cm' removable; and, surface contamination resulting from beta-gama emitters - should not exceed 0.2 nrad/hr at one cm. average, and 1.0 mrad /hr at one cm. maximum. On the basis of these criteria, the maximum iden-tified fixed contamination level is still less than 33% of the allowable limit.
