k b South Texas Project Units 1 & 2 Docket Nos STN 50-498, STN 50-499 Status of Brown & Root 10CFR21 Items By letter dated June 11, 1982, Brown & Root, Inc. (B&R) notified the Nuclear Regulatory Commission (NRC) that the resolution of four (4) items which had previously been reported by B&R pursuant to 10CFR21, is now the responsibility of Houston Lighting & Power Company (HL&P) and Bechtel Power Corporation (BPC). The four (4) items identified in the B&R letters are as follows:

(1) Diesel Generator Fuel Oil Storage Tank Room Fan Motor Qualification (2) Essential Cooling Water Gantry Crane Tornado Design (3) Emergency Sump Recirculation Piping Design (4) Heating, Ventilation and Air Conditioning (HVAC) Design Please note that HL&P has previously reported all of the above items to the NRC pursuant to 10CFR50.55(e).

In regard to item (1) above, HL&P submitted a final report to your office on September 3, 1980. To correct the deficient condition, a conmitment was made to replace the fan motors with motors qualified to Class 1E requirements.

To date, replacement motors have not yet been procurred. Bechtel Power Corporation (BPC) is currently evaluating the design of the Diesel Generator Fuel Oil Storage Tank Room and will provide a recomendation regarding the replacement of the fan motors subsequent to the completion of transition Phase B activities.

In regard to item (2) above, HL&P submitted a Final Report to your office on October 9,1979. In our final report, HL&P stated that the crane rails would be extended a sufficient distance from the structure such that in the unlikely event of a tornado wind induced failure of the crane, none of the N

In addition, operational limitations will preclude the crane from being operated during adverse weather conditions and will provide for the crane to be stored in a locked position at the end of the extended rails. BPC is currently evaluating the B&R design modifications to the ECW Gantry Crane and will provide HL&P with a recommended dispostion during Phase B activities.

In regard to item (3) above, HL&P submitted a final report to your office on May 30, 1980 and a supplemental infonnation letter on August 22, 1980. Our letter of May 30, 1980 indicated that this item would be corrected by anchoring the process pipe to the guard pipe outside the containment building and adding an expansion joint to the process pipe inside the emergency sumps.

In addition, programmatic modifications were effected by B&R to correct a weakness in the B&R design verification activity to prevent recurrence of this i tem. As part of the transition activities, BPC is reevaluating the design modifications proposed by B&R and will provide HL&P with a recommendation regarding the design modifications. Regarding the previous weakness in the B&R design verification process, BPC has procedures in place to preclude a similar event from recurring.

Ldstly, regarding item (4) above, HL&P submitted a fourth interim report to your office on May 26, 1982. As identified in the subject report, a conceptual design was previously developed by B&R and forwarded to HL&P for consideration. In addition, in order to expedite the resolution of this item, two (2) consultants were engaged by B&R to perform system review, evaluation and design recommendation activities. The reports by the consultants have been received by B&R and transmitted to BPC as part of the transition activi ties . BPC is presently in the process of performing a detailed review of the South Texas Project (STP) HVAC design. The next interim report concerning this item will be submitted to your office by October 18, 1982.

If the BPC recommended corrective action for items (1) through (3) is different than that previously identified by B&R, HL&P will notify your office of these changes.
