APPENDIX A NOTICE OF VIOLATION Consolidated Edison Company Docket No. 50-247 Indian Point Unit 2 License No. DPR-26 As a result of the inspection conducted on Me 1-31, 1982, and in accordance with NRC Enforcement Policy 47 FR 997 (March 9,1982), the following violation was identified:
l Technical Specification 6.8.1 requires that written procedures be established and implemented. Station Administrative Order No.127 Revision 3. Modifications to Indian Point Facilities, requires the l
licensee to revise affected operating procedures to reflect changes initiated by the modifications.
I Contrary to the above, on May 20, 1982, the inspector fcund that l
operational procedures POP 1.1, Plant Heatup Fmra Cold Shutdown Condition; POP 3.3, Plant Cooldown Fmm Zero Pcwer condition to Cold Shutdown Condition; and the OPS Actuation Curves, were not revised to include a modification to the OPS setpoints completed in March, 1981.
This is a Severity Level V Violation (Suppleiaent I).
Pursuant to the provisions of 10 CFR 2.201, Consolidated Edison Company of New York, Inc., is hereby required to submit to this office within thirty days of the date of the Notice, a written statement or explanation in reply, including:
(1) the corrective steps which have been taken and the results achieved; (2) corrective steps which will be taken to avoid further violations; and (3) the date when full compliance will be achieved.
Under the authority of Section 182 of the Atomic Energy Act of 1954, as amended, this response shall be submitted under oath or affimation.
Where good cause is shown, consideration will be given to extending your response time.
