The Commis:.fon has issued the enclosed Amendment No.8 5 to Yrovisional Operating License No. DPR-21 and Amendment Nos. 5 0 and 7 8 to facility i

Operating License Nos. DPR-61 and DPR-65 for the Haddam Neck Plant and Millstone Nuclear Power Station, Units No. I and 2.

These amendments consist of changes to the Technical Specifications (TS) for each unit in response to your application dated February 24, 1982.

l The amendments revised the Appendix A TS to reflect your recent organi-l zational changes.

In addition, the number of Fire Brigade members for Millstone Unit Nos. I and 2 is increased from three to five.

We have reviewed the proposed TS revisions which reflect the title change of "NUSCO Superintendent, Nuclear Operations" to "Vice President Nuclear Operations" and other administrative changes including the I

increased Fire Brigade size. We find that these revisions do not decrease the level of safety with respect to the organization and r

technical resources provided by the existing TS. These revisions are r

also consistent with guidance contained in Regulatory Guide 1.33.

The increase in the number of Fire Brigade members meets the Commission's requirements for a dual unit facility. Therefore, we find the proposed revisions acceptable.

Some portions of your proposed TS have been administratively modified.

These modifications have been discussed with and agreed to by your staff.

The rmendments apply to the organizational structure and, therefore, do not authorize a change in effluent types or total amounts nor an increase in power level, and will not result in any significant environ-mental impact. Having made this determination, we have further concluded that the amendments involve an action which is insignificant from the standpoint of environmental impact and pursuant to 10 CFR 151.5(d)(4) that an environmental impact appraisal need not be prepared in connec-tion with the issuance of these amendments.

.s Mr. W. G. Counsil Since these amendments apply to the organizational structure, they do not involve significant new safety information of a type not con-sidered by a previous Commission safety review of the facilities.

They do not involve a significant increase in the probability or consequences of an accident, do not involve a significant decrease in a safety margin, and therefore do not involve a significant hazards consideration. We have also concluded that there is reasonable assur-ance that the health and safety of the public will not be endangered by this action and that the issuance of these amendments will not be inimical to the cocinon defense and security or to the health and safety of the public.
