EXCERPT FROM MINUTES OF REG"IAR MEETING OF THE BOARD OF TRUSTEES OF THE

__ VILLACE OF BRIARCLIFF MANOR, NEW YORK, JUNE 17, 1982 0

h WHEREAS, Consolidated Edison and the Power Authority of the State of New York each operate nuclear electrical generating facilities at Indian Point, Buchanan, New York; and WHEREAS, the facilities are less than ten miles from Briarcliff Manor and therefore a nuclear accident would be likely to cause serious consequences to the citizens of Briarcliff Manor; and WilEREAS, the Nuclear Regulatory Commission has promulgated a regulation which requires the development and implementation of a Radio-logical Response Plan for residents, each plan calling for evacuation of all within a ten mile radius of each plant; and Wile REAS, the Radiological Response Plan developed for these plants has praved unworkable in the following areas, among others:

control notification systems, public warning devices, trained personnel for implementation, and adequate infrastructure to provide safe and timely evacuation; and WHE REA S, the Nuclear Regulatory Commission is about to undertake a study of said Plan and of other aspects of the facilities, NOW, THEREFORE, BE IT RESOLVED TilAT the Board of Trustees of the Village of Briarcliff Manor wishes to record deep concern with these issues; AND BE IT FURTHER RESOLVED THAT the Board of Trustees of the Village of Briarcliff Manor urges the Nuclear Regulatory Commission to strictly enforce all relevant statutes and regulations pertaining to the facilities.
