Dear Mr. Parris:
SUBJECT:
APPENDIX R ITEM III.J - EMERGENCY LIGHTING RE: Browns Ferry Nuclear Plant, Units 1, 2 and 3 Reference is made to your letter of May 12, 1982 and to the discussions between our staffs on the above subject. The schedule for completing all fire protection modifications required to satisfy the provisions of Appendix R is specified in 10 CFR 50.48(c). The emergency lighting does not require prior NRC approval for installation. Therefore, tha salient points in evaluating your proposed schedule are (1) those lights that do and do not " require" plant shutdown to install and (2) the scheduled outages for the three units. With respect to the latter, we need to particularly focus on the installation of lights in Browns Ferry Unit 3, since this unit shutdown on October 30, 1981 for almost a 7-month mainte-nance and modification outags.
Before we propose to take any action on your letter, we request you provide l
the following information:
l.
The total number of lights you plan to install in each Unit.
2.
The number of lights presently installed in each Unit.
3 How many lights can be installed while the Units are operating and whether or not lights are being installed in any of these locations during operation.

e' 2-We expect to meet with you in the near future to discuss your integrated schedule for all plant modifications. We will probably request you to evaluate possible trade-offs to increase the percentage of itghts installed in Unit 3 prior to the next scheduled refueling on August 1,1983 Sincerely.
