Dear Sir:

Pursuant with the requirements of 10CFR31.5, Paragraph 5, we are notifying you of receipt of radioactive materials that indicated greater' than 0.005 micro curies of smearable, gross beta contamination.

On December 8, 1981, an arrival survey was performed on three spare explosive monitor detector cells manufactured by Ion Track Instruments, Inc.

Detector #23942 indicated 0.0117 micro curies gross beta contam-ination, using an open window gas flow proportional detector. The other two detectors, #23940 and #23944, had elevated contamination levels that were belc;w the notification limits. No contamination was detected on the r

I external surfaces of the individually-sealed plastic bags the devicbs were shipped in.

The manufacturer, Ion Track Instruments, Inc., was notified of the results and maintains that the contaminated smears were taken in a nor-mally inaccessible location.

Ion Track Instruments, Inc. states that based on the location of the smear, this type of indication is normal, and the NRC does not consider this to be a reportable occurrence.

Since the smear measurements were taken on a gross beta detector not calibrated for Ni-63, the smears were sent to Teledyne Isotopes, Inc. for verification of results. The smears from detector numbers 23942 and 23940 indicated 2.0 f;0.2 E-02 and 1.2 f;0.1 E-02 micro curies of Ni-63, respectively. These results were received on 1/6/82.

All three detectors were removed from the warehouse, sealed and stored in an approved location.

The manufacturer has approved return of the devices for inspection and repair.
