Fort St. Vrain Unit No. 1 Radiological Exercise

Dear Mr. Collins:

In response to the problems experienced with the Early Warning System during the June 3, 1982 exercise, we have met with the State to establish a means for checking the tone alert system.

The State is presently working on procedural revisions which will set forth the following:

1.

Tone alert radios will be used for monitoring purposes at Camp George West, the plant site, and the Forward Command Post.

2.

Procedures will require these radios to be in the alert mode.

3.

Upon activation of the system the NOAA weather radio operator will confirm the activation with the State (D0 DES) Duty officer.

4.

The State (D0 DES) Duty Officer will notify the plant site of activ-+. ion, and also the Forward Command Post if this post has been activated and is manned.

Cy utilizing monitoring radios and providing feed back of the tone alert activation the radios can be checked at the plant site, at Camp George West and at the Forward Command Post, if it is activated.

These procedures will ensure that the radios have been properly activated and should prevent recurrence of the problems we experienced during our exercise.

I would anticipate that these procedures can be in place by June 30, 1982.

i In the interim, I have been assured by the National Weather Service that the radio operator has specific instructions to key the tone alert prior to sending the message.

For your information and per Mr. Hackney's request I have also attached a copy of the State (D0 DES) Duty Officer procedures that were in effect for the exercise as well as a copy of the instructions f

that would be utilized by the NOAA weather radio operator in the event of an actual emergency.
