Since getting my M.D. flun Columbia in 1943, I have spent three hMnn observing and working with parents and families with small children, as a pediatrician and as a researcher on' infant developnent and the interactions of mothers and children. I am currently Associate Professor of Pediatrics, Harvard Medical Sdicol, and Chief, Division of drild Develognent, Children's Hospital Wical' Center, Boston, Miss. A full curriculun vitae and bibliography is appended to this testimony.

As a podiatrician, I would be extremely concerned about growing'childre who live near the nuclear generating plants at Indian Ibint. I am sure that parents within a radius of 10 or so miles have every right to anxiety about whether they are exposing their children to. present and future radiation effects.

Ilence, families around that plant are likely to be under rather constant pressure.

11 tis cannot be a good climate in which to raise children.

I have examined relevant parts of the radiological emergency plan for

~l Westchester Cotnty. The plan about evacuation in case of a nuclear accident i

is based on unrealistic assunptions about the energency behavior of parents.

NO parent would be likely to leave a hometown without first' locating his/her own child. No parent would leave it to "others" to evacuate his/her child.-

.I llence, the chaos that will reign is predictable, but not organized planned behavior. The parenting inst inct is stronger than any learned behavior I' know i

of, and all of 'us know that. Jo any plans had better take that into account.

In addition, the plan militates against the poor,-the unfortunate W1o have no transportation, and against the elderly'and handicapped as well.as against families in general. ' Altogether, New York would be better off.without such a plant as Indian Point. The uncertainty and the anxiety with which young families are loaded by our nuclear. " advances" seem a dreadful price for any energy we may gain.

June 16,1982 INTERVENORS' PROPOSED STIPULATION OF FACT #3 The intervenor witnesses listed below are teachers working within the currently defined plume exposure pathway emergency planning zone who are familiar with the emergency plans for the Indian Point nuclear power plants and with the provisions in those plans that require teachers to accompany school children on evacuation buses.

Each of the witnesses listed below has decided not to follow the instructions in the plans, but rather to attend to the evacuation of themselves and their families.
