Dear Mr. Withers:

This is in response to your letter of February 5, 1982, wherein you requested rel:ef from certain Inservice Inspection (ISI) requirements otherwise re;91 red by Section XI of the ASP.E Boiler and Pressure vessel Code, 1974 Edition and Addenda through Summer 1975.

The enclosed Safety Evaluation sets forth those items for which relief has been granted, or granted subject to alternative examinations or conditio.s. The relief granted herein expires on May 20, 1986, which is 10 years following the date of commercial operation of the Trojan Nuclear Plant.

This relief is based upon our review of the information you submitted to support your determination that compliance with the ASME Code in-service inspection requirements would be impractical for your facility.

We have detemined that visual inspection for those items for which relief is granted is impractical and pursuant to 10 CFR 50.55a(g)(6)(1) that the granting of this relief is authorized by law and will not endanger life or property, or the common defense and security, and is otherwise in the public interest.

In making this detemination we have given due consideration to the burden that could result if these require-ments were imposed on your facility. We have determined that the granting of this relief does not involve a significant increase in the probability or consequences of an accident nor ansignificant decrease in a safety margin and thus does not involve a significant hazards consideration. Furthemore, we have detemined that the granting of this relief from AStiE Code requirements does not authorize a change in effluent types or total amounts nor an increase in power level and will not result in any significant environmental impact.

We have concluded that the granting of this relief is insignificant from the standpoint of environmental impact and pursuant to 10 CFR 51.5(d)(4) that neither an environmental impact statement nor a 8206280027 B20618 PDR ADOCK 05000344 G
