Dear Sir:
The NRC was notified of a potentially reportable deffciency in Reference (A).
At that time, it was estimated that a determination of reportability would be made within thirty (30) days.
In Reference (B), the NRC was notified by phone that the deficiency had been evaluated by Bechtel as Not Reportable, therefore no written report was required.
Subsequently, due to additional time required to complete their Final Report to APS, Bechtel transmitted an Interim Report on June 3, 1982.
It is now expected that this information will be completed by August 19, 1982, at which time a letter confirming final disposition will be submitted.

l INTERIM REPORT - DER 82-19 POTENTIAL REPORTABLE DEFICIENCY ARIZONA PUBLIC SERVICE COMPANY (APS)
PVNGS UNIT 1 I.
Potential Problem Class IE General Electric motor control center (MCC-IE-PHA-F01) cubicle Pila-M3117 shorted out af ter completing the prequisite tests and being reinstalled into the MCC.
Initially, it was believed that one of the power cables on the back plate was punctured by the protruding end of a mounting screw which attaches the motor contactor.
General Electric's review of this condition did not identify the cause.
GE does not believe the self-tapping screw caused the short since it has not experienced any similar conditions during more than 20 years this generic design has been in use.

II.
Approach To and Status Of Proposed Resoluction Bechtel is currently completing its investigation into this condition.
III.
Projected Completion Of Corrective Action and Submittal Of The Final Report Evaluation of this condition and submittal of the Final Report is Forecast to be completed by August 19, 1982.

This problem was investigated at the site by Mr. R. C. Roes:W ar-from our Mebane factory.
The type of failure did not appear to be caused by the cable being punctured. A complete examination was not possible because of the equipments inaccessibility. We have requested the unit be returned to Mebane for investigation; however, the unit may have been dismantled and used for parts.
Using historical data as support, we have had no failures of any kind that we are aware of on 7700 line motor control centers which could be attributed to a self tapping mounting screw piercing the insulation on i
the line cables of those starter units. This design has been utilized i
since 1960 and over 200,000 units are currently in operation. The units are safe as designed and no action is necessary.
