During the next few weeks this office will be performing special team assessments of the construction programs at selected nuclear power plants, i

under construction in Region III, including your Fermi 2 Nuclear Power Plant beginning June 21, 1982. This letter confirms the information discussed earlier this month by our Mr. Monklin and your staff by telephone.

j h purpose of this special effort is to determine if there are indications of existing or potential construction problems similar to some of those identified at a number of other plants under construction.

h assessment team is composed of a Region III Section Chief as team leader, the Senior Resident Inspector, and three or four technical specialists. h onsite phase of the assessments is expected to be approximately two weeks in duration.

i h scope of the assessments includes quality assurance progreat interfaces i

and overviews, corrective action systems, design change control, material traceability of installed structures and components, electrical cable

installation, inprocess inspections, and effectiveness of quality control j

inspectors. In assessing these areas, the team may identify areas of waakaass or examples of poor practice in addition to any identified items j

of noncomplisace. You will be expected to respond to all substantive findings identified in the assessment report.

You are requested to provide full ccoperation to the assessmaat team.

As part of that cooperation, team members should be permitted unfettered access to the facility, and authorizations should be provided for the use of cameras onsite.
