Fort Calhoun Station Technical Specification Amendment Application Regarding Inoperability of RPS/ESFAS Channels Omaha Public Power District submitted to the Commission on July 22, 1981 an application for amendment of the Fort Calhoun Station Technical Specifications (T.S.) to resolve the RPS/ESFAS channel independence issue, as detailed in the Commission's letter dated April 16, 1981. The April 16, 1981 letter had allowed the District two options; either demonstrate that RPS/ESFAS channels are sufficiently independent to allow long term operation in a two of three trip logic or add limiting conditions for operation to the Fort Calhoun Station Technical Speci-fications to limit the time a faulty RPS/ESFAS channel can be bypassed.

The District selected the latter option. A telephone conversation between tir. E. Tourigny of the Commission and Mr. R. Short of the District on February 19, 1982, together with the Commission's letter dated March 31, 1982, indicated that the Commission had modified its position regarding the first option the Commission had presented for resolving this licensing issue. The District has reviewed this revised criteria and has decided not to pursue this alternative. Therefore, the District requests the amendment application of July 22, 1981 be issued, l as revised below.

The July 22, 1981 application has been revised to reflect the Commission's concerns discessed during the telephone discussion of I Ogl February 19, 1982 and to provide greater operational flexibility for the Fort Calhoun Station. The changes to the original application are detailed below:

1) Inoperable channels equipped with key operated bypass switches (i.e., RPS channels) must be placed in a bypass or tripped condition within one hour. Inoperable channels that require the installation of jumpers or blocks (i.e., ESFAS channels) must be placed in a bypass or tripped condition within eight hours.

2) The bypassing or tripping of inoperable high rate trip-wide

' range log channels associated with the start-up nuclear detectors has been revised to permit greater operational flexibility. The justification for this revision is detailed in the attached revised " Discussion".

Accordingly, please find attached revised pages 2-65, 2-65a, 2-67, 2-67a, 2-68a, and a revised Discussion to be incorporated into the District's July 22, 1981 amendment application.
