Subject: Inspection 50-322/82-08

This refers to the routine safety inspection conducted by Pr. J. C. Higgins

of this office on Parch 30 - Pay 10,1982, at the Shoreham Nuclear Power Station, L

Shorehan, New York, of activities authorized by HRC License No. CPPR-95 and to

the discussions of our findings held by Mr. Higgins with Mr. E. J. Youngling and

other nenbers of your staff periodically during the inspection.

Areas examined during this inspection are described in the Region I Inspection

Report which is enclosed with this letter. Within these areas, the inspection

consisted of selective examinations of procedures and representative records,

interviews with personnel, and observations by the inspector.

Based on the results of this inspection, it appears that one of your activities

was not conducted in full compliance with NRC requirements, as set forth in the

Notice of Violation, enclosed herewith as Appendix A. This violation has been

categorized by severity level in accordance with the NRC Enforcenent Policy

(10 CFR 2, Appendix C) published in the Federal Register Notice (47 FR 9987)

dated Parch 9,1982. You are required to respond to this letter and in preparing

your response, you should follow the instructions in Appendix A.

The response directed by this letter and the accompanying Notice is not subject

to the clearance procedures of the Office of Panagenent and Budget as required

by the Paperwork Reduction Act of 1980, PL 96-511.

Item A.1 in the Notice of Violation enclosed with this letter is similar to those

items identified during previous insoections of your licensed activities in

August,1981 and January,1982, and was documented in our letters dated

October 8,1981 and February 2,1982. Your letter to this office dated

October 28, 1981 stated that all controlled Startup Panuals on site are nor

r.aintained up to date by LILC0 Startup Personnel. Results of this inspection

indicate that the stated corrective actions were not effective since this item

has recurred. ,

recurrent and uncorrected violations are given additional weight in the l

consideration and selection of appmpriate enforcement action. Therefore, in

your response to this letter, you should give particular attention to those

actions taken or planned to ensure that the identified violation will be completely

corrected and will not recur.

In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosures will

be placed in the NP.C Public Document Room unless you notify this office, by  !

telephone, within ten days of the date of this letter and submit written .
