Inspection No. 70-371/82-04 This refers to the routine safeguards inspection of material control anu accounting and physical protection conducted by Mr. W. L. Kushner of this office on April 26-30, 1982 of activities authorized by NRC License No. SNM-368 and to the discussions of our findings held by Mr. Kushner with Mr. G. Waugh of your staff at the conclusion of the inspection.
Areas examined during this inspection are described in the NRC Region I Inspection Report which is enclosed with this letter. Within these areas, the inspection consisted of selective examinations of procedures and representative records, interviews with personnel, and observations by the inspector.
Based on the results of this inspection, it appears that one of your activities was not conducted in full comoliance with NRC requirements, as set forth in the Notice of Violation, enclosed herewith as Appendix A.
This violation has been categorized by severity level in accordance with the NRC Enforcement policy (10 CFR 2, Appendix C) published in the Federal Register Notice (47 FR 9987) dated March 9, 1982.
You are required to respond to this letter and in preparing your response, you should follow the instructions in Appendix A.
In accordance with 10 CFR 73.21 of the NRC's regulations, documentation of security measures for the physical protection of special nuclear materials and certain plant equipment vital to the safety of production or utilization facilities is deemed to be Safeguards Information.
Each per on who produces, receives or acquirs Safeguards Information is required to ensure that it is protected against ucauthorized disclosure.
Therefore, except for the report cover sheet, the enclosures to this letter and your response to this letter will not be placed in the Public Docuaent Room and will receive limited dis-tribution pursuant to 10 CFR 73.21(c).
The responses directed by this letter and the accompanying Notice are not subject to the clearance procedures of the Office of Management and Budget as required by the Paperwork Reduction Act of 1980, PL 96-511.
