Appeal of Chemical Engineering Branch (Fire Protection) Positforr Requiring a Halon Fire Suppressant Agent for the Perry Nuclear Power Plant (Units 1 and 2) Control Rooms This is in response to your letter to Mr. R. L. Tedesco, dated May 19, 1982, appealing the Chemical Engineering Branch (Fire Protection section) staff position to replace the proposed CO2 fire protection system for the PGCC in the control rooms with a Halon system.

During a conference call held on June 1,1982, with your staff, the Chemical Engineering staff representative (Robert Ferguson) advised that additional information is needed to satisfy the safety concerns of the Chemical Engineering staff as delineated in.

It is our intent to convene a meeting in Bethesda during which CEI will be required to address point for point each of the concerns attached in the hope of resolving them.

Please advise the Perry project manager John J. Stefano, as to when your staff will be prepared to respond to the attached concerns so that a mutually convenient meeting time can be scheduled. Your prompt attention to this request is urged.

- t CHEMICAL ENGINEERING BRANCH FIRE PROTECTION SECTION PERRY UNITS 1 & 2 DOCKET NOS. S0-440/441 The Cleveland Electric Illuminating Company proposed to provide a CO2 fire suppression system for the PGCC system in the control room. We are concerned that the adequacy of the CO2 system in this configuration has not been demonstrated by test. We are also concerned that inadvertent discharge of the C0g system during operation or during other design basis events (i.e., seismic events) may result in effects that impair the operators ability to maintain safe shutdown conditions (e.g., spurious signals, physical force in floor panels, toxicity and poor visibility).

281.11 Describe the carbon dioxide extinguishing system for the control room, include piping diagrams, wiring diagrams, component drawings.

Describe the normal system operation for fire suppression and describe the features between the CO2 storge tanks; and the control room. Describe the seismic design of the CO2 system.

281.12 Provide a description of the control room oxygen content monitors.

Describe how they function to detect the presence of carbon dioxide and state the response time of the monitors.

281.13 Discuss the effect of a carbon dioxide discharge on the instrumentation and electronic components e.g., spurious signals or component failures.

Discuss bow these effects affect plant operation and safe shutdown capability.

281.14 Discuss the effect of an inadvertent discharge and leakage of carbon dioxide in the control room on operators.

Discuss the acceptability l

of 3-4 percent carbon dioxide concentration into the control room in light of the concentration limit of 1 percent stated in Regulatory Guide 1.78, F

280.15 Discuss the effect on the control room of'a continuous discharge of carbon dioxide upon the failure of the selector valve to close after it has been activated.

280.16 Discuss the resulting pressures and potential for lifting floor panels and the effects on instrument cases due to pressure buildup within the PGCC underfloor closed spaces.

State the pressures that will be reached in the PGCC underfloor spaces after a single and also continuous discharge of carbon dioxide.

280.17 Provide test data which verifies that carbon dioxide is capable of extinguishing deep-seated fires.

280.18 Provide a detailed cost breakdown of the additional $2,000,000 you indicate it will cost to design and install a Halon 1301 fire suppression system to replace the present CO2 system.
