PLANT MODIFICATIONS REVISIONS TO TECHNICAL SPECIFICATIONS

Dear Mr. Vassallo:

SUMMARY

In accordance with the Code of Federal Regulations, Title 10, Part 50.90 and Part 2.101, Carolina Power & Light Company (CP&L) hereby requests revisions to the Technical Specifications (TS) for the Brunswick Steam Electric Plant (BSEP) Unit Nos. 1 and 2.

-The revisions reflect the projected completion of certain plant modifications as set forth in NUREG-0737, " Clarification of TMI Action Plan Requirements" and as a result of ongoing plant modifications during the current refueling outage for Unit 2 and planned modifications for the upcoming Unit 1 refueling outage (scheduled to begin on September 1, 1982).

DISCUSSION The attached TS changes are preceded by a description sheet which gives the subject, the reason for the change and the technical justification for each modification. These changes do not decrease the margin of safety of the plant; they enhance the reliability of data collection during abnormal plant conditions or they are the result of physical changes to plant systems.

In discussions with the NRC, CP&L has rec,uested that NRC conduct the technical review of the plant modifications. CP&L has noted, however, some plant modifications may not be completed prior to startup from the respective refueling outages. Should this occur, CP&L has requested NRC to hold the applicable specific TS in abeyance until the plant modification (s) is completed.

CP&L will keep NRC advised regarding the status of the plant modifications. BSEP Unit No. 2 is currently scheduled for startup on June 29, 1982. We request the Staff technical review of the proposed changes be x.... ~,.,.

.-n conducted to support issuance of the applicable TS revisions in time to allow return to power in accordance with this schedule. We will keep your staff apprised of any change in the scheduled startup date.

ADMINISTRATIVE INFORMATION Please find attached the proposed BSEP Unit Nos. 1 and 2 TS with the changes indicated by vertical lines in the right-hand margins. Since these modifications are seneduled to be installed during the 1982 refueling outages, we request NRC to issue the TS revisions with the respective reload amendments for BSEP Unit Nos. 1 and 2.

In accordance with 10CFR 170.12(c), we have determined this request constitutes a Class III and Class I amendment for BSEP Unit Nos. 1 and 2, respectively. Our check for $4,400 is enclosed as payment of the amendment fees.

Post-Accident Sampling Monitoring Instrumentation REASON FOR TECHNICAL SPECIFICATION (TS) CHANGE: NUREG-0737, Item II.F.1.6.

Change in instrument tag numbers and replacement of old instruments.

JUSTIFICATION FOR CHANGE: The changes in tag numbers and replacement of old instruments reflect increased measurement ranges, improved design, remote calibration features, and improved moisture removal capabilities.

Qualification pedigree ensures a safer, more accurate, and more reliable overall system performance.
