Nuclear Regulatory Commission Office of Inspection and Enforcement Region V 1450 Maria Lane, Suite 210 Walnut Creek, California 94596 - 5368 Attention: Mr. R. H. Engelken, Regional Administrator

Dear Sir:

Subject:

Do:ket No. 50-361 Licensee Event Report tio. 82-20 San Onofre Nu: lear Generating Station, Unit 2 In accordance with Technical Specification 6.9.1.12.b, this letter confirms our prompt notification of your of fice by telephone on June 9,1932, of a reportable occurrence involving a missed surveillance requirement on the Personnel Hatch.

I I On June 4,1982, U it 2 entered Mode 4 at 17:00 hours and the Personnel Air Lock was opened for multiple entries. Tecn ical Specification 4.6.1.3 requires that the air lock shall be demonstratet operable within 72 hours8.333333e-4 days
0.02 hours
1.190476e-4 weeks
2.7396e-5 months
following each closing, except when the air lock is being used for multiple ,

entries, then at least once per 72 hours8.333333e-4 days
0.02 hours
1.190476e-4 weeks
2.7396e-5 months
. This demonstration, therefore, was-required to be completed by 17:00 hours on June 7,1982. Technical Specification 4.0.2.a al'ows this time to be extended 25*J which would have required the demonstration of operability of the Personnel Hatch by 13:00 hours on June 8,1932. The need for the test was noted by Operatio.is personnel but the required completion time was miscalculated. On June 9, 1932 at 08:15 hours it was suspected that the test was not performed within the

, required surveillance interval and action was taken to perform the test immediately. On June 9, 1982 at 09:15 hours the Personne! Hatch was de:ronstrated operable.

The oversight was due to miscalculation of the allowable time interval.
