(a) Letter, H.B. Ray (SCE) to R.H. Engelken (NRC) dated May 14,1982 - Special Report, Inoperable Fire Rated Assemblies In accordance with Technical Specification 6.9.1.12.b, this letter confirms our prompt notification of your office by telephone on June 4, 1982, of a reportable occurrence involving the discovery of additional inoperable fire barrier penetration seals, beyond those addressed in Reference (a), for which inadequate compensatory measures had been esta bl ished.

On June 4,1982, a listing of improperly sealed refractory blankets on

! cable tray penetrations of fire barriers was provided to SCE by the contractor. It was determined that the fire watches that had been established in accordance with the Action Statement associated with Limiting Condition for Operation 3.7.9 for those inoperable fire rated assemblies addressed in Reference (a) did not provide adequate compensa-tory measures for fire protection in these additional areas.

Area fire detectors were confirmed to be operable and fire watches were posted as necessary. Corrective action to install the mastic coating seals where the refractory blankets butt against the fire barriers was commenced and the additional inoperable fire barrier seals were incorpo-rated into the compensatory fire protection program delineated in the Reference (a) Special Report.

The scheduled update of the Reference (a) Special Report will be issued on June 11, 1982, and will constitute the 14-day follow-up report to this prompt notification as required by Section 6.9.1.12 of the L' .it 2 TbN Technical Specifications.
