Three Mile Island Nuclear Station, Unit 1 (TMI-1)
Operating License No. DPR-50 Docket No. 50-289 Supplemental Response to Generic Letter 82-05 Our earlier response to Generic Letter 82-05 (82-109 dated May 21, 1982) provided commitments for several items that extend beyond Restart.
Attached is supplementary information on the current status of these items.
As indicated in our earlier letters, we continue to attempt to complete these items at the earliest practical date. You will note that with the exception of item II.B.2 (Remote Valve Operators) and II.F.1.6 (Containment flydrogen Monitoring) we expect to complete these NUREG 0737 items by October 1982. The above NUREG 0737 items, if not completed by Restart, will be completed as soon thereafter as plant conditions and equipment delivery will permit, but not later than Cycle 6 refueling.
(That is, when outage duration is suf ficient and materials / engineering are available such that the modifications can reasonably be completed without undue outage extension.) The compensating measures for completing these modifications beyond Restart are discussed in our earlier response to Generic Letter 82-05 (Plant Shielding) or our letter LlL 348 dated December 16, 1981 (Accident Monitoring).

II.B.2 (IM-51A/B) Plant Shielding The short term modifications for this task are complete and pending final turnover ~to the plant.
Long term modifications involve installation of 6 remote operators on Decay Heat Removal (DRR) System valves. Effort to procure the remote operators began with detailed engineering efforts CLn February,1981) to prepare the bid invitations which were issued in August, 1981. Bids were received in December,1981, and January,1982~
The packages were evaluated and dialogue with the vendors was begun to resolve bid exceptions and achieve other clarifications. We expect to issue purchase orders for 4 of the operators very shortly. However, 2 of the operators require revised vendor proposals. When the details l
of the new equipment are known, final engineering can be issued.
Based on the above, these modifications cannot be completed until Cycle 6 refueling when we expect to have material delivery and the plant conditions necessary to complete the installation.
II.B. 3 (LM-24A) RCS Sampling This modification is being completed in two phases: RCS liquid sampling and RCS dissolved gas sampling. The RCS liquid sampling phase is essentially complete.
The RCS dissolved gas sampling phase requires material deliveries that are scheduled for July.
Based on the above, testing and construction is expected to be completed before 10/1/82.
II.B.3 (LM-24B) Containment Atmospheric Sampling This modification is under construction with the mechanical portion nearly complete and the electrical portion in progress. Material receipt for gauges and circuit breakers is scheduled for July.
Based oa the above, this modification is expected to be completed before 10/1/82.
II.F.1.4 (LM-26A) Containment Pressure This modification consisted of three major engineering packages two of which are constructed.
Completion of the remaining work is not contingent on receipt of materials.
Based on this, we expect completion of this modification to be before 10/1/82.
l II.F.1.5 (LM-8C) Containment Water Level This modification consists of four engineering packages which are essentially complete. The remaining incomplete items (31 total) are minor and only one material item has not been received from the vendor (the vendor indicated the item has been shipped on 6/9/82 via UPS).
Based on this, we expect completion of this modification to be before 10/1/82.
II.F.1.6 (LM-26B) Containment Hydrogen Indication Although simple in concept, this modification is physically very extensive.
For example, the electrical portion of the modification involves over 3 miles of cable, 1/2 mile of conduit, and greater than 100 conduit supports.
Construction is approximately 25% complete with 40-45 men applied to the job.
The mechanical portion of the modification is of lesser scope and the engineering package is being prepared for construction at this time. The instrument recorders have been on order for greater than 6 months and delivery is scheduled for late June. No additional procurement is antici-pated at this time.
Based on the above, completion of this modification is not expected before 11/1/82.
In addition, experience indicates that due to the size of the modification and the higher potential for work-arounds and field questions, this modification could very likely go beyond 11/1/82.
