Dear Mr. Counsil:

As part of the Division of Human Factors (DHFS) Safety Technology program, a review of (a? practices regarding manpower and staffing, (b) the STA position, and (c) the use of Independent Safety Ev41uation Groups (ISEGS),

is being conducted under contract by the Battelle-Pacific Northwest Laboratories (PNL). The purpose is to determine current industry practices to assist in developing our long-term regulatory policy in these areas.

Site visits at selected utilities and plants are being conducted to obtain relevant information. The topic areas covered include manpower issues (e.g., planning, sources of labor supply, recruitment and retention of staff);

staffing (e.actices (e.g., establishing work units, scheduling); the use of pr the STA g., job description, role in operat4ons and engineering functions career path); the functions of safety review groups includingtthe ISEG, Utility Review Grou), and Plant Review Group.

This letter confirms the arrangements madewith your Mr. M. Cass. These arrangements include the scheduling of a one day meeting to be held on June 22, 1982 at the corporate office in Berlin, Connecticut. The PNL persons involved are Messrs. M. Wood and M. Hayward. PNL will be transmitting their discussion outline as soon as the INPO comments have been incorporated. We request that appropriate people from your staff (e.g., vice president for nuclear operations, the personnel manager and members of the utility review group; and at the plant level with the plant manager, members of the plant review group, the TSEG, and a group of approximately five individuals in operations ant! technical support) be available.

Discussions with these personeel are expected to take approximately one hour each.
