Dear Mr. Kelley,
I am sorry that I.was not at home on Frkday June 6 to take part in the conference call. The decision reached as a result of that call is acceptable to me and.to CHANGE /ELP.
As I understand it, one of the items discussed was the use of the records of NRC decisions and ALAB decisions in pre-paring contentions and in understanding the legal definition arxi rulings ort contentions.
In this respect I would like to ask you, and to formally so move if necessary((pursuant to 10 C.F.R 2.718)],thata copy of these recorsi of decisions be plac
.in the temporary LPDR at the Chapel Hill Public Library. The University of North Carolina's main library, and its law library (both of which are extensive, first-rate collections) do not contain these caterials. It would appear to me that if there is a copy available.to the intervenors, that it would smooth many 6f the procedural problems with contentions. In addition, access to these materials will reduce headaches for the in-tervonors in understanding the procedures and local aspects of further parts of the proceedings, and I would hope that this would reduce your work and generally smooth procedures as the docket progresses.
Although I am not certain of this, I would str6ngly suspect that the NRC legal staff has extra copieg of these materials, and could probably part with a copy aftI no impair-ment to its ability to prepare for these androther proceedings.
Therefore I would ask you to ask the NRC legal staff to for-ward a copy of the relevant materials to the Chapel Hill library.
