SUBJECT:

SEP TOPIC XIII-2 SAFEGUARDS / INDUSTRIAL SECURITY MILLSTONE UNIT NO. 1 By letters dated February 23, 1979 and March 10, 1982, the Comission issued Amendments 59 and 82 to the Operating License No. DPR-21.

These amendments incorporated the modified security plan and guard training and qualification plan into License DPR-21. These amendments satisfy aspects of SEP Topic XIII-2 with regard to physical security.

The safeguards contingency plan will be reviewed by the Office of Nuclear Material Safety and Safeguards after receipt of the2 Licensee submittal which is currently expected in July. This review will be performed independent of SEP. The fuel accountability aspects of Topic XIII-2 are adequately covered by Millstone 1 technical specifica-tions which require that records of new and irradiated fuel inventory be retained for the duration of the facility operating license.

Based on the above considerations, we have determined that SEP Topic XIII-2 is complete for Millstone 1.
