We have reviewed the procedures for burial of carbon-14 as propose.
d\\
the license renewal application made by the Chevron Chemical Company, Richmond, California. The proposal is to bury 25-50 cubic feet of soil contaminated with 1-10 millicuries of carbon-14.
The contaminated soil would be buried on company property, unpackaged, with one burial every few years at a minimum depth of four feet. No further details of the burial site or of the burial procedures were provided.
We recommend that the following guidelines be specified:
1.
The quantity of carbon-14 to be b ied shall not exceed 10 mci in a volume not less than 25 feet 2.
The contaminated soil shall be buried at a minimum depth of 4 feet, and at least 10 feet above the highest point of the water table.
3.
The nearest water withdrawal point shall be no closer than one-tenth mile from the burial site.
4.
Not more than one burial shall be made over a period of several (normally 4-5) years.
5.
Burial areas shall not overlap.
6.
Restricted access shall be maintained over the burial site in support of the principle of ALARA.
