This is to confirm our telephone conversation of May 21, 1982, which included George Bidinger of the Licensing Section. The items discussed and documenta-tion requested are essential to continue the evaluation of your license renewal request.

Please provide the following:

1.

A description of the subcritical core, including support and spacer grids, fuel element spacers, etc.

Confirm that water moderator will have unrestricted flow to the center o* the annular fuel at all times (except when a rod is insertad in the core to remove a fuel element).

2.

Dimensions of fuel, minimum separation of fuel elements in the core lattice structure (square, hexagonal, etc.).

3.

A description of all fuel handling activities into and out of the core, reactivity monitoring during core loading, and use of neutron sources during such loading activities. A limit for reactivity (K-effective) should be provided. NOTE:

ANSI /ANS-8.6; " Safety in Conducting Subcritical Neutron-Multiplication Measurements in Situ," provides administrative and technical guidance on assembling subcritical arrays.

4 A description of types of experiments, including controls over additions of reactivity (e.g., additions of Pu sources, or more effective moderators or reflectors).
