APPENDIX A General Electric Company Nuclear Energy Business Operations Docket No. 99900403/82-01 NOTICE OF NONCONFORM'.'.CE Based on the results of an NRC inspection conducted on February 22-26, 1982, it appears that certain of your activities were not conducted in accordance with your commitments, as indicated below:
Section 5 of Topical Report No. NED0-11209-04A, Revision 3, dated August 1981, states in part, "Cocumented instructions, procedures, and drawings are utilized to communicate quality requirements throughout all phases of design, purchasing, manufacturing, and construction.
Activities affecting quality, including methods of complying with 10CFR50, Appendix B, are delineated, accomplished, and controlled by such documents as policies, procedures, operating instructions, design specifications, shop drawings, planning sheets, test and inspection procedures, and standing instructiotis."
Nonconformances with these requirements are as follows:
A.
Paragraph 5.1 of Fire Test Specification No. A00-626 (Design Record File No. A00-794-6), states in part, "All final reports shall be signed by the performer and at least one witness."
Contrary to the above, the final test report for the fire test had not been signed by the performer.
Since corrective and preventive actions were completed during this inspection, no further written response is required for this item.
B.
Paragraph 5.3.3 of Manufacturing Standard Practice No. 10.003, Revision 3, dated February 26, 1981, states in part, " Copies of individual ' Sections' may be released to the floor for use in Cable Manufacturing."
It was apparent that respon,1ble individuals elected to release sections of the Power Generation Control Complex Cable Assembly Instruction Manual to the floor, as evidenced by appropriate sections at work stations.

. Contrary to the above, Section 14 of the Power Generation Control Complex Cable Assembly Instruction Manual had not been released to the station where the specified task (connector preassembly) was being accomplished.
Prior to the close of this inspection, the NRC inspector was provided a copy of a letter and a Corrective Action Request, a sample Surveillance Program Check Sheet, and an advanced copy of MSP No. 10.003, Revision 4, dated February 25, 1982, which provide corrective and preventive actions.
Thus, no further written response is required.
C.
Paragraph IV.B of Nuclear Energy Business Group Procedure (NEBG) No. 70-42, Revision 4, dated March 27, 1981, states in part, "Any NEBG component requested to supply additional information for disposition of a PRC (Poten-tial Reportable Condition) or RC (Reportable Condition) shall provide that information or a schedule delineating the date when the information will be provided within five working days after receipt of the request from the Manager, Safety and Licensing."
Contrary to the above, neither the requested additional information nor a schedule had been provided within five working days after receipt by Quality Assurance of a request for disposition of a PRC dated May 27, 1981.
D.
Section 1.6 of Engineering Operating Procedure 30-10.00 " Operation and Maintenance Instruction Manuals" states that Engineering Review Memorandum (ERM) forms are required to document reviews of Operation and Maintenance Instruction Manuals.
Contrary to the above, no ERM existed to document the required reviews of GEK-75662A, "Clinton 1, Operation and Maintenance Instructions for High Pressure Core Spray System."
