The inspection
On February

10 CFR 71.5 prohibits delivery of licensed material to a carrier for transport
unless the licensee complies with applicable regulations of the Department of
Transportation in 49 CFR Parts 170-189.
49 CFR 173.393(i) limits the radiation
dose rate from a package to 200 millirem per hour on contact and limits the
transport index (i.e. the dose rate in millirem per hour at three feet from a
package) to 10.
Packages from which a dose rate exceeds these values may be
s, hipped in a transport vehicle assigned for sole use under the provisions of
4.9 CFR 173.392(c).
49 CFR 173.392(c) requires that the external radiation
levels of packaged shipments of LSA radioactive material transported in sole
use vehicles must co= ply with 49 CFR 173.393(j)(4), which states that the dose
rate in a normally occupied position in the vehicle cannot exceed 2 millirem
per hour.
The dose rate of 2.6 millirem per hour found in the cab of the vehicle represents
noncompliance with 10 CFR 71.5 (82-05-01).
The Peach Bottom Nuclear Power plant Station Superintendent was informed of
this apparent violation on Marco 16, 1982.
In a March 2,1982 letter to Region I, the licensee reported that two radiation
protection personnel were dispatched to the burial site on February 19,14R2 to
resurvey the vehicle. Using three different radiation survey instruments, the
following radiation levels were measured in the sleeper compartments of the
truck cab:
2.1 mr/hr, 2.5 mr/hr and 3.0 mr/hr.
The licensee believes that these measurements support the radiation level
measured
by the State of South Carolina.
Further, the licensee's investigation indicated

that the technician who surveyed the vehicle cab at the Peach Bottom site prior
to departure for South Carolina apparently missed the " hot spot" in the sleeper
cab due to "a lack of attention to detail."
Calculations by Region I revealed that the maximum exposure that an individual
could have received by continuously occupying the sleeper compartment during the
shipment was about 31 mrem (2.6 mrem /hr X 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br />).
This is about 6% of the
allowable annual dose to an individual member of the general public.
