lThis preliminary notification constitutes EARLY notice of events of POSSIBLE national security or public interest significance. The information is as initially received with-lout verification or evaluation, and is basically all that is known by the Region I staff on lthisdate.

HANDGUNS UNDETECTED DURING VEHICLE SEARCH At 10:00 a.m., June 7,1982, the licensee notified Region I of a weapons search violation.
The licensee related that a Chem-Nuclear tractor trailer had been admitted to the site protected area at 7:57 a.m. , June 7,1982 and that an inadequate search had failed to identify the presence of two handguns (1 loaded .357 Magnum and 1 unloaded .22 pistol),
under a blanket in the bunk area of the cab. Leaving the trailer onsite to be loaded, the tractor then departed the site at 8:59 a.m. with the undetected handguns. The driver returned to the site to enter the protected area and pick up the loaded trailer at 9:40 a.m. On this second entry to the protected area, correct search procedures were exercised and the handguns were found. The driver confirmed that the handguns had been taien onsite
' earlier (7:57 a..u.) without having been detected. No vital areas were entered. The driver and handguns were remanded to the custody of the investigating Oswego County, New York Sheriff's Department. It was later reported by the licensee that the driver was fined $100.00 for a Class "A" New York State misdemeanor and released. The handguns remain in the custody of the New York Sheriff's Department. The licensee is investigating this event and will provide a 10 CFR 73.71 Safeguards Event Report to the NRC.
This Preliminary Notification is issued for information only. The State of New York will be notified. A press release was issued on June 7 by the licensee. No press release is planned by Region I at this time. The IAT was notified.
