OVERRIDE OF CONTAINMEllT PURGE INSOLATION RE:
Cooper Nuclear Station Our letter of October 26, 1981 addressed the status of Multi-Plant Action Item B-24 related to Containment Purge and Vent and identified the four components of the purge and vent review. One of the components of this review, Safety Action Signal Override, was identified as under review.
Since then we have completed our review of this aspect of Multi-Plant Action Item B-24.
Enclosure No.1 contains our safety evaluation for Cooper Nuclear Station which was based on our review of the technical evaluation performed by EG & G.
A copy of the technical evaluation report (EGG 1183-4149) dated June 1980 is also enclosed (enclosure 2).
We find the electrical, instrumentation and control design aspects of the override of containment purge valve isolation and other engineering safety feature signals for the Cooper Nuclear Station to be acceptable. The issuance of this safety evaluation completes this component of Multi-Plant Action Item B-24.

SAFETY EVALUATION COOPER NUCLEAR POWER STATION OVERRIDE OF CONTAINMENT PURGE ISOLATION

Introduction f nstances have been reported at nuclear power plants where the intended automatic closure of the containment purge / ventilation valves during a postulated accident would not have occurred because the safety actuatien signals were inadvertently overriden and/or blocked, due to design deficiencies. These instances were determined to constitute an Abnormal Occurrence (#78-5). As a follow-up action, NRR issued a generic letter requesting each licensee to take certain actions.
Evaluation The enclosed report " Electrical, Instrumentation and Control Aspects of the Override of Containment purge Valve Isolation," (EGG 1183-4149)was prepared for us by EG&G, San Ramon as part of our technical assistance contract program. The report provides their technical evaluation of the design compliance with NRC provided criteria.
Conclusion Based on our review of the contractor's technical report, we conclude that the electrical, instrumentation and control design aspects of the override of containment purge valve isolation are acceptable.
This safety eyaluation was prepared by T. Alexion and J. Calvo of the Operating Reactors Assessment Branch.
