- pinning work at the Midland plant. Breakdown in the applicant's QA program was oct of the i
points of our December'79 order. Also during the instant OM, OL hearing for deficient backfill soils at the Midland site, the Licensing Board has specifi-cally requested to be kept inforned of information bearing upon the effective-ness of the revised organization and programs directed to quality assurance and qublity control. The Board has requested information on the quality assur-ance asasures which are intended to assure that instrumentation for planned underpinning of seismic Category I structures will be both reliable and accurate (Transcript at pages 7122-7128). The enclosed memorandum identifies two issues being pursued by HRC's Region III which are relevant to quality assurance in the underpinningaactivities.
We understand the Board has scheduled an OH,OL hearing session for May 11, 1982, on quality assurance issues. Region III and NRR representatives can be avail-4 able during the May 11 session to further address these two issues. However, we propose to work with the Region in closing this out with the Board.
