AMENDMENT TO FACILITY OPERATING LICENSE Amendment No. '48 License No. DPR-61

1 The Nuclear Regulatory Commission (the Comission) has found that:

(

A.

The application for amendment by Connecticut Yankee Atomic Power Company (the licensee) dated March 4, 1982, complies with the standards and requirements of the Atomic Energ Act of 1954, as amended (the Act), and the Commission's rules and regulations set forth in 10 CFR Chapter I; B.

The f acility will operate in conformity with the application, tile-provisions of the Act, and the rules and regulations of the Commission; C.

There is reasonable assurance (i) that the activities authorized by this amendment can be conducted without endangering the health h

and safety of the public; and (ii) that such activities will be conducted in compliance with the Commission's regulations; D.

The issuance of this amendment will not be inimical to the common l

defense and security or to the health and safety of the public-; j and l

E.

The issuance of this amendment is in accordance with 10 CFR Part 51 of the Comission's regulations and all applicable requirements.

2-Accordingly, the lice'nse is amended by changes to the Technical 2.

Specifications as indicated in the attachment to this license amendment and Paragraph 2.C(2) of Facility Operating License No. DPR-61 is hereby amended to read as follows:

Technical Specifications The Technical Specifications contained in Appendix A as revised through Amendment No. 48. are hereby incorporated in the license.- The licensee shall operate the facility in accordance with the Technical Specifications.

3.

This license amendment is effective as of the date of its issuance.

3.6 CORE C00LII;G SYSTEMS Applicability:

Applies to the operating status of the core. cooling systems.

f Objective:

-To define those limiting conditions for operation that are necessary to insure operability of the core cooling system.

Specification:

A) The reactor shall not be critical unless the following conditions are met:

1) Pumps All of the pumps associated with at least one of the two~ trains of emergency core cooling equipment must be operable. The pumps associated with each train of emergency core cooling equipment are the ~

One high pressure safety. injection pump a.

rated at 1750 gym at a head of 2250 feet.

b.

One charging pump rated at 360 gym at a pressure of 2300 psig.

c.

One low pressure safety injection (core deluge) pump rated at 5500 gpm at a head of 590 feet.

One residual heat removal (RHR) pump' rated at 2200 gpm at a total head of 300 feet.

2) At least one of two residual heat exchangers operable.
3) System valves and interlocks required for proper operation of core cooling systems operable.
