Meeting Summary This letter refers to the meeting conducted at our request in the tiRC Region II office on February 19, 1982. This meeting related to methods employed by MP&L for review and verification of field change notices to surveillance pmcedures.
The subject discussed at this <necting is described in the enclosed meeting summary, Enclosure 1, and those in attendance at the meeting are listed in Enclosum 2.
It is our opinion that this meeting was beneficial and has pmvided for a better understanding of the corrective actions being taken and the inspection and enforcement issues.
In accordance with Section 2.790 of NRC's " Rules of Practice", Part 2, Title 10, code of Federal Regulations, a copy of this letter and enclosure will be placed in !{RC's Public Document Room.

SUBJECT:
MINUTES OF LICENSEE - NRC MEETING FEBRUARY 19, 1982 On February 19, 1982 members of Mississippi Power and Light Company Senior Management met with the NRC to discuss the methods employed by MP&L for review and verification of field change notices to surveillance procedures.
Those attending the meeting are listed in the attached enclosure.
R. C. Lewis, Director, Division of Projects and Resident Programs stated NRC's position, that MP&L's method of approving and reviewing field change notices did not appear to meet regulatory requirements and were therefore unsatisfactory.
Mr. C. K. McCoy discussed MP&L's present method of reviewing and approving field changes and discussed proposed changes in their approval and review system which MP&L considers adequate to fulfill their needs and which will meet regulatory requirements.
In summary the changes proposed were:
1.
Limit to instrumentation tests only the authority for a technician to make temporary change notices to a surveillance test.
2.
Limit, by name, the technicians who can make such changes (10 persons.)
3.
Prior to returning the instruments to service, the instrument supervisor and instrument superintendent shall approve all changes.
4.
Before performing any surveillance test on a redundant channel all tenporary changes will' be approved as in item 3 above 5.
All tests completed to date will be reviewed.
On tests.for which there is no redundant channel the test will be redone.
On tests for which there are redundant channels, the completely approved test will be run on one of the channels.
At the request of Mr. Lewis, the licensee stated they would transmit by letter their commitments to the NRC for review.
