Dear Mr. Long:
This letter refers to the violation in the subject inspection report which states:
"As a result of the inspection conducted on February 8-12, 1982 and in accordance with the Interim Enf orcement Poli-cy, 45 FR 66754 (October 7, 1980), the following violation was identified.
Technical Specification 6.8.1 requires that written procedures be established, implemented and maintained covering the procedures recommended in Section 7.e of Appendix "A" to Regulatory Guide 1.33 which specifies procedures in the area of radiation protection.
Procedure FNP-1-RCP-706 which implements Regulatory Guide 1.33 specifies charcoal cartridges for sampling.

not fully implemented in that silver zeolite car-tridges were substituted for charcoal cartridges during the period of January 18, 1982 to February 10, 1982."

Mr. F.J. Long March 23, 1982 Page Two Admission or Denial The above violation occurred as described in the subject report.
Reason for Violation The violation cited in the NRC inspection report was caused by personnel error, i.e.
failure to follow the provisions of procedure FNP-1-RCP-706.
Corrective Actions Taken and Results Achieved The silver zeolite filter cartridge was immediately re-placed with the proper charcoal cartridge.
Corrective Steps Taken to Avoid Further Violation Counting room technicians were advised of the difference between charcoal and silver zeolite filters and they were counseled concerning procedural adherence.
Date Full Compliance All corrective action was completed by February 11, 1982.
