Dear Mr. Denton:

Commonwealth Edison hereby requests a change to Facility Operating License Nos. DPR-39 and DPR-48.

Changes are requested to the wording of the source inventory sections o f the composite licenses to remove restrictions on isotope content, chemical form, physical form, and activity.

These changes are necessary for Zion to procure radioactive sources for special needs that have arisen as a result of tne installation of high range raciation monitors.

Reference (a) transmitted the report o f the NRC's Health Physics Appraisal o f Zion Station.

1 hat report cites as a short-coming, Zion's inability to achieve dose rates high enough to cali-brate its radiation instruments above about 20R/hr.

Commonwealth Edison has arrangea for purchase of high range (400 C1 Cs-137) calibration sources for each o f our operating nuclear stations to permit calibration of high range TMI monitors and other instruments.

Without a license revision, Zion Station cannot take possession of that source.

The choice of wording in the original license regarding isotopes and their specifications was based solely on the initial needs o f the station, and dia not make provisions for future requirements.

The proposed revisions will make Zion's licenses similar to those o f most operating nuclear reactors in the United l

States with respect to possession o f source, byproduct, and special nuclear material.

The specific wording has been aodeled a f ter that of our LaSalle County Station; and therefore, we believe it l

accurately reflects current regulatory philosophy.

This is no longer applicable.

Treatment of fuel densification phenomena has been incorporated into later versions o f the Westinghouse fuel performance codes.

Continued applicability o f the existing Technical Specification power level restrictions is verified as part of each fuel cycle reload analysis.

The referenced figure 3.2.9b was deleted from the Technical Specifications by Amendments 37/34 to DPR-39/DPR-48, issued March 22, 1978.

A.

This license applies to the Zion Nuclear Power Station, Unit 1, a pressurized, light water moderated and cooled reactor and associated electric generating equipment (the facility).

The facility is located on the applicant's 250 acre site on the west shore of Lake Michigan in Zion, Lake County, Illinois, approximately midway oetween Milwaukee, Wisconsin and Chicago, Illinois, as described in the Final Safety Analysis Report, as supplemented and amended.

B.

Subject to the conditions and requirements incorporated herein, the Commission hereby licenses Commonwealth Edison:

(1)

Pursuant to Section 104b o f the Atomic Energy Act o f 195 4, as amended, and 10 CFR Part 50,

" Licensing o f Production and Utilization Facilities," to possess, use, and operate the facility as a utilization f acility at the designated location; J

Pursuant to the Act and 10 CFR Part 70, "Special Nuclear Material," to receive, possess, and use at any time in connection with the operation of the facility, that amount of uranium enriched in the 1sotope U-235 in accordance with the limitations for storage and amounts required for reactor operation as described in the Zion Station Final Safety Analysis Report as supplemented and amended, or as described in any amendment to this license; (revised 8-09-76 ; Am. 2 3)

Pursuant to the Act and 10 CFR Parts 30, 40, and 70 to receive possess, and use at any time any i

byproduct, source and special nuclear material as sealed neutron sources for reactor startup, sealed sources for reactor instrumentaion, and radiation monitoring equipment calioration, and as fission detectors in amounts as required;

Pursuant to the Act and 10 CFR Parts 30 and 70, to possess, but not separate, such byproduct and special nuclear material as may be produced by the operation o f the f acility.

This license shall be deemed to contain and is subject to

Technical Specifications The Technical Specifications contained in Appendices A and B, as revised through Amendment No. 72, are hereby incorporated in the license.

The licensee shall operate the facility in accordance with the Technical Specifications. (revised 2-09-82; Am. 73)

(3)

This license is subject to the following conditions for the protection of the environment:

(a)

Radiological and non-radiological Technical Specifications have been established by the Regulatory staff.

These Technical Specifications cover, but are not limited to, the following:

An extended operational monitoring program to determine the environmental impacts of Station operation.

The program should determine the size, shape, and location of the thermal plume during different wind and weather conditions.

Tne program should define the effects of f acility operation on the aquatic ecosystem, including data on impingement of aquatic organisms on the bar racks and traveling screens.

(2)

A basis for starting the deicing operation (pumping heated discharge water to the intake structure) only a fter there are positive indications that icing of the of fshore intal e structure is in f act taking place.

The licensee shall not operate the reactor at power levels above P-7 (as defined in Section 7.2 o f the Zion Final Safety Analysis Report) with less than four (4) reactor coolant loops in operation until safety analyses for less than four loop operation have been submitted and approval for less than four loop operation at power levels above P-7 has been granted by the Commission by amendment to this license. The licensee may proceed with and is required to complete the modifications indicated in Paragraphs 3.1.1 through 3.1.20 o f the NRC's Fire Protection Evaluation (SE) on the Zion Nuclear Power Station dated March 10, 1978 and supplements thereto.

These modifications shall be completed as specified in Table 3.1 of Supplement No.1 or in subsequent supplements to that SE.

In addition, the licensee shall submit the auditional information identified in Table 3.2 o f the above cited SE in accordance with the schedule contained therein.

In the event these dates for submittal cannot be met, the licensee shall submit a report explaining the circumstances, together with a revised schedule. (adde d 4-13-79 ; Am. 48)

Spent Fuel Pool Modification The licensee is authorized to modify the spent fuel pool as described in the application dated April 13, 1978, as supplemented October 24, November 8 and 29, 1978, January 24 and 26, February 23, March 7 and March 19, 1979. (revised 1-15-81; Am. 61)

Fuel stored in the spent fuel pool shall have a U-235 loaoing less than or equal to 40.6 grams per axial centimeter. (added 2-28-8 0; Am. 52)

(b)

No loads heavier than the weight of a single spent fuel assembly plus the tool for moving that assembly shall be carried over fuel stored in the spent fuel pool.

The spent fuel handling tool, the burnable poison tool, the rod cluster control changing fixture and the thimble plug shall not be

The licensee shall implement a secondary water chemistry monitoring program to inhibit steam generator tube degradation.

Identification o f a sampling schedule for the critical parameters and control points for these parameters; (b)

Identification of the procedures used to quantify parameters that are critical to control points; (c)

Identification of process sampling points; (d)

Procedure for the recording and management of data; (e)

Procedures defining corrective actions for off control point chemistry conditions; and (f)

A procedure identifying the authority responsible for the interpretation of the cata andithe sequence and timing of administrative events required to initiate corrective action.

The Licensee shall implement a program to reduce leakage from systems outside containment that would or could contain highly radioactive fluids.during a serious transient or accident to as low as practical levels.

This program shall include the following:

Provisions establishing preventive maintenance and periodic visual inspection requirements, and 2.

Integrated leak test requirements for each system at a frequency not to exceed refueling cycle intervals.

(10) The Licensee shall implement a program which will ensure the capability to accurately determine the airborn iodine concentration in vital areas under accident conditions.

Training o f personnel, 2.

Procedures for monitoring, and 3.

Provisions for-maintenance of sampling and analysis equipment 3.
