P.2 UNITED STATES NUCLEAR REGULATORY COM!ilSSION DOCKET NO. 50-327 TENNESSEE VALLEY AUTHORITY NOTICE OF ISSUANCE OF AMENDMENT FACILITY OPERATING LICENSE NO. OPR-77 The U.S. Nuclear Regulatory Commission (the Commission) has issued Amendment No.12 to Facility Operating License No. DPR-77, issued to Tennessee Valley Authority (licensee) for the Sequoyah fluclear Plant, Unit 1 (the facility) located in Hanilton County, Tennessee. This amendment updates the Technical Specifications to make them consistent with the Sequoyah Unit 2 Technical Specifications.

The application for the arendment complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's regu-lations. The Commission has made appropriate findings as required by the Act and the Commission's regulations in 10 CFR Chapter I, which are set forth in the license amendnent. Prior public notice of this amendment was not required since the amendment does not involve a significant hazards consideration.
The Commission has determined that the issuance of this amendment will not result in any significant environmental impact and that pursuant to 10 CFR 951.5(d)(4) an environmental inpact statement, or negative declaration and environmental inpact appraisal need not be prepared in connection with issuance of this anendment.
