Dear Mr. Sholly:
This is in further response to your letter dated February 9,1982 in which you requested, pursuant to the Freedom of Information Act, copies of specified documents and certain records related to meetings, which were noted in the NRC staff listing entitled "TMI Action Plan Steering Group Chronology".
By letter dated February 26, 1982, we notified you that 13 records you requested were available for your inspection and copying in the NRC Public Document Room (PDR) and that NRC staff members were continuing search for and review of additional records subject to your request.
At this time, we are placing in the PDR the records listed in your letter as numbers 1, 4, 7,14/15 (same record),16 and 17, as identified on enclosed Appendix B.
These records will be filed in folder F01A 92 under your name.
With regard to numbers 3,11,13 and 19 in your letter, which pertain to various meetings held by the TMI Action Plan Steering Group, this is to inform you that Mr. Roger Mattson, who served as chairman of that group, does not recall that records were created on those meetings; and such records were not located upon search of pertinent files.
This completes NRC's action on your request.

A.
The Commission discussed the recommendations of the TMI-2 Lessons Learned Task Force contained in NUREG 0585, and requested that:
1.
clarification be provided regarding the legal liabilities of the individual required to certify the competence of utility operations personnel under recommendation 1.1 of NUREG 0585.,
2.
implementation of the requirement in SECY-79-330E for using similators for drills requiring the physical manipulation of reactor controls be consistent with the intent of recomendation 1.3 of NUREG 0585 that shift crews, rather than licensed
~
operators only, participate in such drills; and 3.
consideration be given to the conduct of in-plant drills during operation of the reactor as a contingency planning mechanism, and whether NRC inspectors should be authorized to initiate such drills.

The Commission did not complete its review of the Task Force recomendations and indicated that a further meeting on NUREG 0585 should be scheduled at an early date.
