Tne Comission approve'd the'Near-Term Operating License (NT0L) requirements '
of the TMI Action Plan on February 7,1980 (SECY memo contained in Enclosure 1).
It is therefore necessary that each of you implement your portion ofi these requirements as' identified in the Action Plan. contains; ;;

The following Offices are assigned lead responsibility for the designated i
actions:
NRR:
I. A.1. 3, I. A. 3.1, I. B.1.1. I.B.1.2, I. C. 5, I. C. 7, I. C. 8, I. G,
II.B.4, II.E.1.1, II.K.1,III.K.3. III.D.3.4, II.B.7, Part 2, and Part 4(1).
It is assumed that all of the.cequirements in Part 2 are well on
~'I their way to being implemented, since they have been previously.
approved.
Items I. A.l.3, I.A.3.1, I.C.5, II.K.3 and III.D.3.4 should be implemented as appropriate on operating reactors, reflecting feedback from the Comission at the February 11 meet-ing on the TMI Action Plan concerning implementation deadlines.
Utilities with facilities under construction should be ifformed of any ncu requirements.
IE; I.B.2.2, III.A.3.3, III.A.'3.1. III.D.2.4, and Part 4(2).
