Deferred Resolution of Preoperational Test Deficiencies
/
git La Salle County Station, Unit 1 Commonwealth Edison's letter dated April 1,1982 identified discrepancies from preoperational test commitments and provided justification for deferring resolution of the discrepancies until after fuel load.
On March 6,1982, at your request, The NRC staff and Region III representatives met at the La Salle County Station site to discuss the unresolved test discrepancies.
Most of the discrepancies identified in the April 1,1982 letter were dis cussed at the March 6 meeting. Many discrepancies that were discussed at the March 6 meeting were resolved and were not included in the April 1,1982 letter.
Your justifica1 ton for delaying resolution of the deficiencies is that the deficiencies do not degrade the capability of a system required to be operable by the La Salle Technical Specifications.
In addition, you state that resolution of each deficiency has been scheduled on. the basis of Technical Specification requirements for the affected system. Further, you state that each item has been reviewed by your Project Engineering Group and that this group has concluded none of the deficiencies impact the safe and reliable operation of the plant.
A. discussion with our Region III also discloses that several of the deficiencies listed in your April 1 letter have already been satisfactorily resolved. We bave reviewed the remaining deficiencies, and we concur with your conclusion that deferval of the remaining test deficiencies will not impact the safe operation of the plant if the deficiencies are resolved as scheduled by your.
Region III stated that they would closely follow the resolution nf the remaining discrepancies and verify that they are resolved as scheduled.
