Dear Mr. Denton:
Commonwealth Edison hereby requests a change to Facility Operating License Nos. DPR-39 and DPR-48.
Changes are requested to the wording o f the source inventory sections o f the composite licenses to remove restrictions on isotope content, chemical form, physical form, and activity.
These changes are~ necessary for Zion to procure radioactive sources for special needs that have arisen as a result of the installation o f high range radiation monitors.
Reference (a) transmitted the report o f the NRC's Health Physics Appraisal o f Zion Station.
That report cites as a short-coming, Zion's inability to achieve dose rates high enough to cali-Orate its radiation instruments above about 20R/hr.
Commonwealth Edison has arranged for purchase of high range (400 Ci Cs-137) calibration sources for each o f our operating nuclear stations to permit calibration o f high range TMI monitors and other instruments.
Without a license revision, Zion Station cannot take possession of that source.
The choice of wording in the original license regarding isotopes and their specifications was based solely on the initial needs of the station, and did not make provisions for future requirements.
The proposed revisions will make Zion's licenses similar to those of most operating nuclear reactors in the United States with respect to possession of source, byproduct, and special nuclear material.
The specific wording has been modeled a f ter that o f our LaSalle County Station; and therefore, we believe it accurately reflects current regulatory philosophy.

Delete item 3, page 7.
This is no longer applicable.
Treatment of fuel densification phenomena has been incorporated into later versions of the Westinghouse fuel performance codes.
Continued applicability of the existing Technical Specification power level restrictions is verified as part of each fuel cycle reload analysis.
The referenced figure 3.2.9b was deleted from the Technical Specifications by Amendments 37/34 to DPR-39/DPR-48, issued March 22, 1978.

This,is no longer applicable.
The requremens concerning physical security are now specified in paragraph 2.B(6) o f the license.
Pursuant to 10 CFR 170, Commonwecith Edison has determined that the proposed amendment is a combined Class II and Class I amendment.
As such, Commonwealth Edison has enclosed a fee remittance in the amount of $1600 for this proposed amendment.
