Dear Mr. Keppler:

In accordance with Reference 1, this is to inform you of a discrepancy discovered in the seismic and stress analysis of the High Pressure Core Spray (HPCS) System piping. The analysis was transmitted to the Nuclear Regulatory Commission in Reference 2 as part of the Full Term Operating License effort.

The discrepancy mainly involved differences in the as-installed material and configuration of a 10 inch section of 1-1/2 inch diameter discharge piping versus the analytical model. An investigation is being conducted to determine whether the error significantly degrades the safety margin of the HPCS System.

It is not expected that the discrepancy will have significant impact.

A request that any NRC review of the analysis be temporarily held in abeyance pending resolution of the problem has been transmitted to the Office of Nuclear Reactor Regulation (Reference 3).

The reactor is presently shutdown for a refueling outage. The piping will be inspected to ensure its configuration is accurately defined on plant drawings.

Further information will be presented in the 14 day report.
