ACRS (10) g On March 25, 1982, Commonwealth Edison Company (CECO) met with the.staffy cp to discuss the recovery program of the damaged ID steam generator'ahd; U-bend cracking problem in all the Zion Unit No.1 steam generators. Our meeting summary is being prepared and will be issued in the near future.

On April 1,1982 in a CECO letter to the NRC, the repair program to the 1D steam generator was again presented. We lave reviewed this program and find it acceptable on the basis that further review and approval will be necessary for the final inspection of the ID repair work on the tube ends.

Approval is granted, therefore, for you to repair the ID steam generator tube end damage. Our approval of the final test and evaluation phase of the repair program for ID steam generator will be provided by separate letter consistent with the repair schedule.

In our meeting on March 25, 1932 we discussed the eddy current testing (ECT) of the Unit 1 steam generators and the evidence of U-bend cracking in the tubes. We are also concerned with the damage occurring at locations associated with anti-vibration bars. In this regard, we have requested that you provide a formal submittal on the ECT results, your evaluation of these results, and the basis upon which you believe that steam generator tube integrity will be maintained in future plant operation cycles. This submittal should include the results of all Unit 1 tube exaninations and i

should be submitted on a schedule that will permit our review and approval

of any proposed actions before the Unit 1 returns to power.

l As a prior requirement of the Zion Station, the NRC had requested that the j

Technical Specifications be revised to include the more restrictive limits l

of the current or Standard Technical Specifications for iodine activity in the primary system. We believe you should accelerate your review efforts in this matter. We are prepared to act upon your request for this Technical Specification change before Unit 1 is scheduled to return to power.

Approval is granted, therefore, for/you to repair the 1D steam generator tube end damage.

Our approval of Ahe final test and evaluation phase of the repair program for 1D steam generator will be provided by separate letter consistent with the repair / schedule.
